You have to love California, if not for the sun and wine, at least for the laws they put in place to protect their people. In late 2007 a law was added that forced merchants to give cash back to gift card holders when the cards were below $10. This ended a cushy loophole for merchants that allowed them to never redeem the low amounts left on gift cards.
As we all know, getting a gift card purchase to match up exactly with the amount is next to impossible. Very often there is a remainder and in most states this remainder goes unused to the benefit of the merchant. No longer in California.
